To set up the download feature, you need to do it while you still have internet, and be sure that Netflix app is up to date on its most recent version. Now, this is how it works:

All the downloaded titles will stay on your files so long as they remain available in the Netflix library, otherwise when the titles expire, they will be removed and you will not be able to view them offline anymore.
